I pretty much just use the brush tool in SAI on 60 - 70% density: [link]
I coloured this image very similar to this walkthrough I made: [link]
The difference is that I already had lineart to colour when I coloured the otters, so I didn't have to take as long to draw everything in. It was basically: flats => mid shadow in cel shading style => add darker shadows if more definition needed => add highlights.
It just looks softer than regular cel-shading style because I use the brush instead of the pen tool, so there's a lot more colour variation. And I like having a lot of colour in my images usually, so I tend to use dark purples for shading (or whatever the base colour is, for the shade, I pick a colour colour to dark purple ont he little colour wheel in SAI). :>
To make a NEW tool though, right-click on an empty square in the toolbox area, and a menu will pop up that says something like:
Pencil
Airbrush
Brush
WaterCol
Marker
Eraser
Then you can change the different sliders and textures so it has different densities and stuff.

But the brush setting that you have should work. Just change the density so it colour lighter or darker, and that will change the softness of the brush.
